The Middle Earth Fanfiction Awards site is an extensive modification of the original VSIS ConfTool code by Anthony Holder. The MEFA modifications are not part of the original code-base, and Dr. Weinreich does not maintain the changes. If you wish to use the MEFA modifications, you must get permission from VSIS and Anthony Holder.
